[2] Welcome to you all to this session of the Constitutional and Legislative Affairs Committee on 23 January 2017. We have a busy agenda in front of us, but before we turn to that, if I can make the normal housekeeping remarks. In the event of a fire, follow the exits as prescribed. Can you make sure all your mobile devices are turned to silent? Of course, we have translation in English and Welsh here on the headphones on different channels.

[3] So, if we begin with item 1, which is ‘Introduction, Apologies, Substitutions and Declarations of Interest’, we have apologies, I understand, from Dafydd Elis-Thomas and from Nathan Gill. We don’t have substitutes today. I have no other apologies.

[4] Huw Irranca-Davies: If we turn to item no. 2, we have ‘Instruments that raise no reporting issues under Standing Order 21.2 or 21.3’. Under that, and under paper 1 linked to that, we have ‘Statutory Instruments with clear reports’. There are two of them: SL(5)048, the Seed Marketing (Wales) (Amendment) Regulations 2016, and SL(5)047, the National Health Service (Therapeutic Radiographer Independent Prescriber and Dietitian Supplementary Prescriber) (Miscellaneous Amendments) (Wales) Regulations 2016. Our expert team has cast an eye over this and there is nothing to report, they have clear reports, but do Members have any observations, or are we happy to note them?

[8] Huw Irranca-Davies: If we move to item no. 3, we have several papers to note. The first of those is the correspondence with the Minister for Social Services and Public Health. Just to remark on that, this is the Minister’s response to our request for additional information following the evidence session we had on 21 November. This will be pertinent to our discussion on the draft report at next week’s meeting. So, if you’re happy to note it now, we can come back to it next week.

[9] David Melding: We have a rare victory, it seems.

[10] Huw Irranca-Davies: Well, indeed.

[11] David Melding: The Minister has listened to what we had to say about enforcement officers, who should be public servants.
|

[12] Huw Irranca-Davies: Absolutely. It’s always good. So, we will note that and come back to it next week.
|

[13] Then we turn to the correspondence under paper 4, from the Presiding Officer to the Chair regarding the Senedd@ series—this is to do with the Senedd@Newport event—dated 13 January 2017. If I can invite Members to note the correspondence, we’ll be discussing this—we’ll be returning to this—during the committee discussions on item 8 on forthcoming engagement opportunities. So, unless there’s anything in particular now, are you happy to note it? Thank you.

[14] Then we turn to paper no. 5, the correspondence from the First Minister to the UK Government regarding clause 60 of the Wales Bill, dated 22 September 2016. Again, we want to note this correspondence now, but of course we’ll be returning to this during item 7, which is the update on the Wales Bill. So, again, if you are happy to note that correspondence—thank you.
